1. Who are the programme’s participants?

Engagierte Stadt – local cooperation for civic engagement is focused on non-profit, civil society organisations in cities and communities with between 10,000 and 100,000 inhabitants.

 
2. What support does the programme provide?

Neither the programme financing nor the advisory support provided by the programme office and its network partners flows into individual flagship projects. Instead, the programme exclusively supports the development of forms of cooperation and networking on the ground. The aim is to establish sustainable structures for civic engagement through common activities under the involvement of municipalities, non-profit organisations and the private sector.

 
3. How long will the programme run?

The first funding phase ran from 2015 to 2017. The second funding phase began immediately afterwards in 2018 and continues until the end of June 2020.

 
4. How were applications made?

Between January and March 2015, civil society organisations in cities and municipalities with between 10,000 and 100,000 residents were eligible to apply to the programme. Applications had to be drawn up jointly by local partners from politics, local administration and civil society. A total of 272 applications were received. 55 cities were selected by a panel of experts to participate in a further conceptual phase. By the end of this period, 50 cities and municipalities had been selected to join Engagierte Stadt – local cooperation for civic engagement; they did so in September 2015. The 50 cities that took part in the first phase of the programme were also eligible to apply for the second phase. The second phase began in 2018 and will continue under the motto of ‘consolidation and transfer’ until the end of June 2020.

 
5. How were the participating cities selected?

In 2015, a twelve-member jury was selected that consisted of one representative from each of the programme sponsors and five independent experts on civic engagement from academia, municipalities, organisational consultancy and networks. In the second phase, a jury consisting of representatives of the former funders as well as new partners judged the applications and decided on the scope of funding.

 
6. How many cities participate in the programme?

50 cities were selected from the 272 applications.

 
7. How are the cities supported in practice?

The programme provides participants with extensive financial and non-material assistance as part of their journey as ‘Engagierte Städte’. The sponsors provided more than €3 million for the first phase and more than €2 million for the second phase. Each city received a maximum of €50,000 during the first phase, and selected programme participants are to receive up to €30,000 during the second phase. Importantly, ‘Engagierte Städte’ are not only provided with funding but also receive wide-ranging professional advice and support from the programme’s partners and other participating cities. This includes nationwide network meetings just as much as webinars, and topic-based or methodology workshops. Around €350,000 is used to provide content and to develop the local cooperation for civic engagement network.

9. Who are the programme’s partners?

Engagierte Stadt – local cooperation for civic engagement is a joint funding venture run by the Federal Ministry for Family Affairs, the Bethe Foundation, the Bertelsmann Foundation, the Breuninger Foundation, the Joachim Herz Foundation, the Körber Foundation and the Robert Bosch Foundation.
